Step 1: Connect to your VPS using VNC, either from within the control panel or by using an external program such as VNC Viewer.
Step 2: In VNC log into your Windows account, if you have just started up the VPS 'Server Manager' will open automatically at login, otherwise open this.

Step 3: Within Server Manager select 'Local Server' from the left. This should bring up the server properties panel.
Step 4: Find the heading 'Remote Desktop'. This should be on the left, about halfway down the options.
Step 5: Click where it says 'Disabled'.
Step 6: In the opened 'System Properties' window, find the Remote Desktop section, under Remote Assistance.
Step 7: Check 'Allow remote connections to this computer'.
Step 8: Accept any following popup/warning messages.
Step 9; Remote Desktop has now been turned on, you can use an RDP client to now connect to your server using the IP, Username and Password of your user account. Note: The username and password are of your windows user account and NOT your VPS control panel!
